Utility companies should have their underground lines marked sometime between the receipt of your confirmation and the digstart date and time included in your confirmation information. You may not begin your excavation before this time, even if all of the utilities have been located and marked.

State law requires your digging project to begin within 14 days of the issuance of your reference number (i.e. JULIE Dig Number). If at any time during the excavation the markings are no longer visible, you are required to call JULIE and request that the markings be refreshed.

Utility companies do not mark non-utility owned or privately installed lines such as water and sewer lines from the street to the house or electric and telephone lines from the house to a garage or shed. An underground facility may actually be positioned within 18 inches on either side of the marked area. You are required the use extreme care, which may include digging by hand, when within 18 inches on either side of the utility markings.

Welcome to E-request, JULIE's free easy-to-use online form for simple, single site, non-emergency utility locate requests. Homeowners and professional excavators are encouraged to use this popular option to enter and submit locate requests as an alternative to calling JULIE.

Please do not enter complicated excavation projects, emergency requests, joint meets or design requests. These types of submissions will not be processed.

Submitted E-requests must include a valid e-mail address. Once a submitted E-request is processed by JULIE, a confirmation notice that includes the JULIE dig number or reference number, the completed request and the list of utility companies that will be notified will be sent to the provided e-mail address.

Submitted E-requests will be processed by JULIE as quickly as possible, typically within an hour and always before the start of the next business day provided the information submitted is accurate and complete. The date and time that users can legally begin to excavate will be minimally 48 hours/2 business days but no later than 14 calendar days from the time that JULIE processes the request. The legal digstart date and time will be included with the confirmation e-mail. Beginning to dig prior to the digstart time on the request may subject the excavator to liability for damages to underground utilities.

Please note that the area to be located must be accessible to utility locators (i.e. no locked gates or dangerous animals) between the time that confirmation e-mails are received and the digstart time on the ticket. It is the responsibility of each utility owner to mark the location of their underground facility at the digsite. JULIE neither owns nor marks any underground lines.

Important Final Note: E-request users are highly advised to watch for and review confirmation e-mails to ensure that a valid and accurate locate request exists for their pending project. Users are advised to carefully review all information on the final ticket, especially the digsite address, digstart date and time and the explanation of where on the property the excavation is to take place. If any information is inaccurate or incomplete, call JULIE at 811 to have a JULIE call center agent adjust the request.
